BOROUGH COUNCIL.

The usual fortnightly meeting of the Borough Council was held at the Town Hall on Thursday evening. There were present—His Worship the Mayor (J. S. Pearn, Escp) in the chair, Councillors Campbell, Pitz-dmoms, Pollock, Blake, and O’lTagan. The minutes of the last meeting wore read and confirmed. The outward correspondence was read and approved of, and the inward read and received. Tiie applicant has received notice from the Council to remove his'house, which stands on the North Town Belt, and now

applies Council for a grant to assist him in doing so. Similar notices have been served on two other parsons, and they have complied therewith without receiving any aid from the Council. There are still several houses on the South Town Belt, which will probably have to bo removed before long. The owners of the houses have occupied the ground for the last three or four years, and have not paid either ground rent, business licenses, or rates. It cannot, therefore, be considered a hardship that they should now be required to remove. As, however, the applicant pleads that he is not in a position to incur the expense, and as there arc to my knowledge other similar cases, I would recommend that the Council make a rule that the sum of £5 be allowed to each owner of a house which the Council may require to be removed, on condition that the removal is made within fourteen days of receiving notice ; and that fresh notice be given Mr Miuto under that condition. James Wylde, Town Clerk. . sth May, 1880. After some discussion the Council resolved that the}' could riot entertain Mr Minto’s Application. A report from the Reserves Coni : mittee was road, as follows ; Retort or the Reserves Committee. The Committee recommenced as follows : Ist. That notices bo posted on the reserve, cautioning all persons against cutting timber thereon without authority from the Borough Council. 2nd. That about 50 acres of the reserve adjoining the town be surveyed in sections of five acres each or thereabouts. 3rd. That the sections, when surveyed) be let for a term of three years at a rental payable in advance of £3 per acre for the whole term, with a right of renewal for 18 years, at a rental of ten shillings per acre per annum. The lessee to have the right to cut and reriiove the timber. Johm S. Pearn. Ist June, 1880. It was moved by Cr. Campbell, and seconded by Cr. Pollock, that the report be adopted. An amendment was read by Cr. O’Hagan, and seconded by Cr. Blake, “That the rental for the' first three years be reduced to thirty shillings per acre.” The amendment was lost on the voices and the original motion carried. Cr. O’Hagan moved and Cr. Blake seconded—“ That in the opinion of this Council, under present circumstances, the salary for the offices now held bv the Town Clerk should not exceed £250 per annum ; that it will be now fixed at that amount; and that the Town Clerk receive three months’ notice to that effect, in accordance with terms of existing agreement.” During the' discussion that ensued the Town Clerk was absent from the Hull. The motion was eventually put and lost by the casting vote of the Mayor, the division being—Ayes : Crs. Fitzsiiuons, Blake, O’Hagan ; Noes : Crs. Campbell, Polloclc, Pearn. :The Council then adjourned.
