BRITISH AND FOREIGN. London, May 25. At the wool sales to-day, 9300 bales were offered, making a total of 281,000 catalogued since the opening. The tone of the sale Was rather weaker. Sir Vernon Harcourfc, who was appointed Home Secretary in the new Miuistry, but Was defeated in seeking re-election for Oxford, has been elected for Derby, in place of Mr Samuel Plimscll, who has resigned. May 26. With, a view to bring about a settlement of territorial claims of Montenegro under the Treaty of Berlin, the Austrian Government has mads a proposal to the Great Powers, that a blockade of Scutari, on the Albanian Coast, should be forthwith proclaimed, so as to prevent the Albanians obtaining reinforcements.
