Gladstone is engaged in the formation of a new Ministry, and has already filled the following offices :—Secretary of State for Foreign Granville j Secretary of State for' India, Marquis of Hartington ;• First'Lord of the Admiralty, Earl Northbrook; Lord High Chancellor, Lord.Selborae; Secretary for War, Mr H. Childers; Chief Secretary for Ireland, Mr W. B. Foster. Mr Gladstone, as previously telegraphed, will hold office as First Lord of the Treasury and Chancellor of the Exchequer. The remaining portfolios in the new,Ministry ;have ,not yet been filled, but it is expected that Earl Kimborley will accept;'the Secretaryship of Stateifor the'Cplojiies. :.; Diplomatic correspondence between Lord Salisbury apd Mr EvartsJttnHtd States Secretary of the Fortune,, Bay outrage,' has published. The papers show thatN Salisbury refused to compensate the. American fisherman,, ; and the dispute therefore remains unsettled. Constantinople, April 26;: News has been received.of;hostilities between Montenegrins and the Atbanaians. The former-were proceeding to avail themselves of their, rights under the Treaty of Berlin, when the Albanians occupied the' cpuutry before their, arrival.. .S;hots,.were; exchanged between the contending, parties, but the Montenegrins eventually retired.
