BRITISH AND FOREIGN. St. Petersburg, March 4. The Nihilist who attempted to assassinate General Melikoff, is found to be a baptised Jew, and his connection with tha Nihilist organisation is undoubted.

[another authority says Toladearsky]-, who attempted to assassinate General Meliitoff, was hanged this morning outside St. Petersburg; in the presence of an immense concourse of spectators. When interrogated as td his accomplices, the prisoner firmly refused to afford the authorities any information. He was Escorted from the gaol to the gallows by a strong force of military and police, as an attempt at rescue was apprehended. During the execution a disturbance Occurred, and for some time an emeute seemed imminent, but the pdlice having apprehended the riugleade'rs) order was restored. St. Petersburg is in a state of siege, and all forms of law are set aside; London, March 6. The second reading of the Deceased Wife's Sister Bill has been tarried by an immense majority in the Canadian House of Commons^ China is preparing heartily Fdr war. The latest news received from the seat of war in South America states that in spite of* an understanding which has been come 1 to between Chili and Peril that hostilities should not be resumed for some time, naval operations have been commenced by the Chilian fleet; which, by recent advices, had been blockading Arica, the principal seaport of Southern PeiU; The fleet has made an attack on that town, which has been bombarded with Considerable effect; Daring the engagement the Chilian commander of the ironclad Huascarj which has lately been refitted, was killed by tho Peruvian guns. March -15. The San Francisco mails werd delivered in Londdu dn the 13th. March 16. News has been received from Sari Francisco that the fire which broke out aboard the steamship City of Sydney while lying in the dock was speedily suppressed, aud the vessel has sustained but little damage. March 15. A number of Socialists were holding a meeting to-day at Warsaw, when the police Bntered the house in which they were assembled, and arrested sixteen of the number. An official telegram has been received from the Secretary of India td the effect that by the latest advices from Cabul the hostile tribes were organising and becoming daily more menacing. The Kohistanees, whd had manifested friendly feelings towards the British as recently as January last, have again revolted, and joined the insurgents in large uumbers. Sir D. Shakbar Khan, the Native Governor of the Kohistan district recently appointed by General Roberts, has been obliged to withdraw to Cabul for protection. Bombay, March 14. No further fighting in Afghanistan as yet, but rumors continue to be cir--culated, pointing to the resumption of hostilities at an early date. The Afghan malcontents at Ghalazi are known to be organising a long threatened attempt to drive our forces from Sherpur. General Roberts is busily strengthening his defences. A redoubt, which will hold 700 men and six guns, is being constructed at Shahi Lang on the crest nearest the Bala Hissar, and a smaller fort on the slope nearest. Shepur. The opinion in India is universal, that until our power is fully established at Ghuzni and Herat taken, the Afghans will not believe in our supremacy. The Government itself evidently holds the same view, and is makinc preparation for the coming campaign on a great scale. The weather at Cabul continues very severe. Twenty degrees frost is registered. The health of the troops is very good. PI euro-pneumonia is decreasing. The Hindoos at Cabul are becoming reassured by General Roberts' preparations for renewal of hostilities.
Sir F. Haines leaves Calcutta for Peshawur on the 20th Februaiy. Sir R. Simple, on a visit to the fiqntfejr, h&s been Ordered to expedite the 'construction of the Candahar railway.
