It is currently reported in diplomatic circles that, following the repeal of that clause of the existing treaty which prevented Persia from occupying Herat, a fresh treaty has been drawn up between that power and England. Tinder the new convention, Persia undertakes to occupy Herat at a date to be fixed by the British Government, and, in the meantime, afford every assistance to Great Britain by supplying transport) and) if necessaryj droops to carry on the war in Afghanistan. In return for the undertaking, and to facilitate the holding of thq capital of Western Afghanistan by Persia', England engages to construct a railway froifi Teheran 16 the Persian. Gulf. The Russian newspapers are furious at the prospect of the Shah rejecting the alliance which haS subsisted b'et\Veen his country and Russia for that of England. They dare him to reject the friendship of Russia, and intimate plainly that, if he does, extreme measures will be taken against him by the Czar.
