BRITISH AND FOREIGN. London, February 16. During to-day’s sitting the House of Commons went into Committee on the Irish Distress Relief Bill. An amendment was proposed that an advance should be made towards the relief fund from the Imperial Treasury, instead'of from the Church Surplus Fund, but was defeated on a division. Three Per Cent. Consols 97|. The total quantity of wheat afloat for Great Britain is 1,760,000 quarters. Rome, February 16. The Pope has issued an encyclical letter declaring that the law of divorce has an immoral effect. [SPECIAL TO MELBOURNE AGE.] London, February 12. The “ Pall Mail Gazette ” congratulates Australia on the success of the Strathleven exgerimeut, which relieves England from dependence on foreign countries for her good supplies, though making additional competition for the English farmers. The same journal has a eulogistic article on Sir C. Gavan Duffy ’as a pattern to his fellow-countrymen. There is a report that by treaty Persia takes Herat, and assists England against the Afghans. The railway is completed to Teheran from the Persian Gulf. February 13. The latest news from the Cape states that Mahomed Khan’s power is waning, and his followers are decreasing. Three thousand Turcomans have invaded Afghan Turkestan. Abouborira, aided by the Russians, has invaded Badadsban with a strong force. The German Eraperdr has 1 announced a commercial treaty with Samoa, providing for an extension of trade. Lord Beaconsfield denies that Persia is absolved from the provisions of the treaty about seizing Herat. [special TO MELBOURNE ARGUS.] London, February 12. The Flying Squadron leaves England in April or May, and will probably visit Australia. Earl Clan William is commanding. In the Legislative Assembly last night two motions brought forward by - David Buchanan that the Lieutenant-Governor should not be, allowed to be a member of the Legislative Council, aud objecting to the -Governor’s use> of the prerogative of mercy in the case of two of the Wantabadgery bushrangers, were rejected. The bushranger who stuck up the National Bank at Cuanamalla, in Warrego district last month, has been tried and sentenced to death.
