It was an appeal under Uii Appeals from Justices Act from a decision of tho Resident Magistrate, Wcatport, who fined the appellant, a brewer, <£s 5s for selling a hogshead of beer without a license. The appellant had a brewery license under the Distillation Act, ISGB, but no wholesale license under the Licensing Act of 1873. The Resident Magistrate held that, to entitle a brewer to sell beer in the cask, it was necessary to hold both licenses. Mr J. B. Fisher appeared for the appellant, and Mr Bell supported the conviction. The argument turned upon the wording of the tenth and eleventh sections of the Licensing Act Amendment Act, 1574. The Court reserved judgment. PARLIAMENTARY. "Wellington, December G. Another division was taken, the House deciding by 43 against 19 " That the proceedings of the Committee be not reported." After making some progress with the Bill, the House adjourned till Monday. [SPECIAL TO KUMARA TIMES.] Wellington, December G. There was another long debate last night on going into Committee oh the Property Tax Bill. Sir George Grey proposed to substitute an income tax, with the amusing idea that it would draw £330,000 per annum from the public creditor in England. He considered the Government scheme appalling, and walked out of the House overwhelmed with grief at the ruin about to fall on the mothers and deal? little children of New Zealand. Mr Seddon proposed to substitute the withdrawal of subsidies, and give power to increase rates to ten shillings in counties and borooghs, and continue the income tax. The Government had a steady majority of lCj and carried all their proposals.
