[NEW" ZEALAND PRESS ASSOCIATION.] Christchurch, February 19. The second sitting of the District Court opened to-day before Justice Waitf. The Hons. R. Stout and J. Ballance left Christchurch by the 2.40 p.m. train yesterday. The latter in, reply to a deputation which waited on him re the Impounded Land Fund, said that the £IOO,OOO which was stopped on account of the Lyttellon Harbor would be paid in May. EXECUTION OF WELSH. Invercargill, February 20. Until yesterday evening, Welsh, the murderer, displayed but little concern with fegaid td his fate. Last night, however, he was Unable to sleep, and frequently got Up to smoke. About 6 o'clock this morning, he was called and closeted with his Spiritual adviser, Father Higgins. At 7 o'clock the necessary preparations for the execution were made, and the culprit was pinioued and directed to ascend the scaffold, which he did unaided, but attended by Father HigninS and the Governor of the Gaol. Welsh repeated prayers after the piiest ih att andiable tone of Voice and appeared resigned but he made do confession.
