February 8. Serious riots have occurred at Liverpool, Arising from the extensive strike among dock laborers, sailors, and others. No fewer than 30,000 men have gone on strike. A Daily Telegraph dispatch from st. Peteisburgh says the wonderful successes of the British forces in Afghanistan had completely upset all Russian calculation. It was the general belief that the troops would meet wiih a stout resistance or perish in the snow. The Berlin military cordon established on the frontier has given great offence to Russia. An outburst of Nihilists occurred at Moscow. Papers found on one of the arrested persons point to a complete revolutionary organisation. Money is in moderate demand. The bank minimum is unchanged, and the bank reserve acquires fresh strength week by week. The stock market is firm. Consols, 96Australian securities are very steady.
