The Kumara Times. Published Every Evening. TUESDAY, NOVEMBER 26, 1878.

To-morkow the ratepayers of this town [ will be called on to exercise their j privileges as burgesses in electing anew occupant to the mayoral chair, which since the formation of this borou»h has been so ably and efficiently filled by the existing Mayor. On the present occasion as on the former there are two aspirants for mayoralty honor?, both gentlemen being members of the inline cipal body of this town, and both equally well known aa residents therein. Taking the candidates in the order in which they were first publicly announced, we have Mr Edwiu Blake, who came forward in response to a numerously-signed requisition presented him by his fellow-townsmen. There is little doubt that this gentleman possesses a thoroughly practical knowledge of those matters that chiefly occupy the attention of the Council, which goes far to counterbalance any deficiency he may labor under hi the matter of the rules of parliamentary debate, as action, not words, are of far more imporb in a borough yet in its infancy, and whose principal works are confined to the improvement and formation of its roads and streets. In fact this candidate's qualifications might be very briefly and appropriately summed up as straightforwardness of action, combined with honesty of 'purpose and binntness of expression. His opponent Mr Peter Dnngaii is, to use a colonialism, an " old stager,'' he having been a member of both " provincial and municipal institutions on previous occasions, and as such has gained a large amount of experience in the. duties appertaininc to, and the benefits expected to be derived from, the action of those bodies. Gifted also as this gentleman is with oratorical powers of no small degree, we may reasonably presume that, if elected, the burgesses may confidently rely on all matters receiving full and exhaustive ventilation at his hands. These are the two candidates who aspire to the honorable position of Mayor of this Borough, and to-morrow we trust that every ratepayer having an interest in the future welfare of this town trill record his vote, and that!before so doing he will dispassionately weigh the respective merits generally of the two gentlemen contesting—without taking cognisance of those illnatured and unfounded tumours usually circulated on th»se occasions relative to either one or other of the candidates—and give his unqualified support to the one who in his opinion will command the respect of not onlv the body of which the successful candidate.will be the head bur, the one who as mayor of this bcrough will fill that office with credit to himself and with future and material beuefit to his fellow townsmen.

The election of a Mayor for the Borough of Kumara will take place to-morrow. The polling booth, which will be at the Borough Council Chambers, will open at 9 a.m., and close at Gp. m. All ratepayers on the Burgess Roll of the Borough will be entitled to vote, but to prevent any misunderstanding arising, we publish the 6th clause of the section 39 of the " Municipal Corporation Act, 1876, which reads as follows :—"But at any election of a Mayor or of Auditors each burgess shall have Only one vote, and there shall be only one polling booth at some central part of the borough."

In the abstract q{ meteorological observances for the moilth of August, jitet published in the Gazette, Hokitika heads the list by a long way in its rainfall. The total fall in the month was 11.750 inches. In the notes for the month, Hokitika shows the following :—" Very wet, stormy month ; wind from S. W. : frequent gales; rain fell on every clay but two ; thunder on five days ; snow on five days ; hail 6n three days, and fog on three days ; twenty days of S.W. wind." The Russian Government has despatched two colonials of the gendarmery and 17 under-ofncers to Kieff, to devise measures for crushing the Nihilist secret societies in the town. Since the chief of the gendarmery at Kieff was a'ssassinated a month ago, the Nihilists have manifested the greatest contempt for the authorities, and have given rise to a feeling of insecurity that has led to many of the inhabitants leaving the place for Moscow. Bishop Dupanloup, whose death at the age of 76, was recently announced in our cablegrams was one of the foremost men of the day. He was regarded (says the Sydney Morning Herald) as the most remarkable French preacher since Bossuet. and, as a controversialist, had a worldwide reputation. In 1827, he became confessor of the Due de Bordeaux, and was subsequently employed in the same capacity in the Orleans family. In 1849 he was appointed Bishop of Orleans, and retained that position up to his death. On the capture of Orleans in 1870, the venerable prelate's palace was taken possession of by the Germans, who made him a prisoner. After the conclusion of peace ho gave to the provincial government of the French Republic as established his adhesion arid support to a modified extent ; and at the general election in the following year (1871) lie was returned to the National Assembly by the department of Loiret. He was one of the most eloquent of French writers, and published numerous works, chieily on religious and educational subjects. Pope Leo XIII. lately received in the Consistorial Hall some 800 girls of various ages from 6to 18. They were pupils in the Pontifical schools. The girls presented an address and some finely-worked vestments to his Holiness. The schools are maintained wholly by the Pope. Rustow, the Garibaldian, who committed suicide at Zurich, has left a kind of will, in which he assigns his reason for destroying himself his non-appointment to the new military professorship at the Zurich Polytechnicon.

Russia's credit is still a little shaky. Capitalists don't rush in to take her new 5 per cent, loan, even at the reduced rate of 93 per cent. When the books were closed, as per advertisement, only 101,000,000 of the 300,000,000 rouble* called for had beeri subscribed.
