THE NEW ZEALAND REFORM ASSOCIATION.

The following is the Drogramme ot the New Zealand Refoim Association, recently established at Tnvereargill;— The object of the association is to support the progressive policy now before the country, which is mainly coin* prise I in the folio wing'propositions :-<- 1. Manhood suffrage—nil citizens of the a»e of 21 years who have resided in the Colon/ for one year, and against whom no legal disqualifications exist, to have a vote. 2. Electoral dUtricts as a ru'e to be baaed osi population, bin. due allowance to \u made for the different character of the town and .-country districts,' All voting shall be by ballot, an I no person shall have more than one vote in the Colony. 3 , Induction of indirect taxation, and an imposition of an income and property tax. 4. A Triennial Parliament— both Houses to be made electiwd, anno property qualific M~n for members. 5. Members of Parliament to be paid. 6. Abolition of the grand jury. 7. To uphold and'support the present law of free, secular, and compulsory education. 8. Reform of the land laws, special attention to be given to the promotion' | of agricultural and pastoral settlement ! under the deferred-payment system. i The ballot to decide between applicants ! instead of auction. On expiration of j)resent pastoral leases runs to be. sub-< divided into smaller blocks and put to lease by public auction, excepting such as may be set apart for sale on deferred payment. 9. Rural land to be taxed by the acre, and noc by the annual value to let.
