A Triennial Parliament— both Houses to be made electiwd, anno property qualific M~n for members. 5. Members of Parliament to be paid. 6. Abolition of the grand jury. 7. To uphold and'support the present law of free, secular, and compulsory education. 8. Reform of the land laws, special attention to be given to the promotion' | of agricultural and pastoral settlement ! under the deferred-payment system. i The ballot to decide between applicants ! instead of auction. On expiration of j)resent pastoral leases runs to be. sub-< divided into smaller blocks and put to lease by public auction, excepting such as may be set apart for sale on deferred payment. 9. Rural land to be taxed by the acre, and noc by the annual value to let.
