In connection with the agitation here fot increasing the strength of the volunteer force, a telegram was sent

to the Government to-day with the view of ascertaining what facilities would be afforded. The reply received states that until war is actually declared the Government do not feel justified in taking any steps regarding volunteers or the militia question.
