LATEST UNPUBLISHED. PROSPECTS OP MEDIATION IMPROVED. NEW TURKIiifMINISTRY. STRIKES IN LANCASHIRE. Bombay, April 21. The prospects of German mediation are hopeful. It is expected that the Ambassadors at Berlin will draft a proposal for a Congress acceptable to England and Russia. The Queen, by proclamation, prohibits the exportation of torpedoes. The Prass approves of the British expeditionary force to Malta. TheDebats (Paris) donbts the sincerity of Germany's mediation. The Russian troops withdraw from Constantinople, and the British ironclads from Marmora in order to facilitate the meeting of the Congress. A new Turkish Ministry has been formed, which is adverso to English influence at Constantinople. London, Apvil 17. Eighty thousand Lancashire operatives struck to-day. The British Government is buying horses in America. The Roumanian Government ha* been informed that 120,000 troops will occupy the principality whejre Russia now acts as master.
