Constantinople, March 17. Russian troops have occnpied a plateau commanding the Black Sea entrance to the Bosphoras. Russian troops near Bulair are being reinforced.

Ratification of ths treaty of peace has been exchanged between Russia and Turkey.
Vienna, March 18. It is reported that serious negotiations are proceeding between the Austrian Minister for Foreign Affairs and the British Ambassador to Austria, respecting the alliance between Austria and England. Constantinople, March 18.
Russian troops have arrived at Bojukden on the shores of the Bosphoras. Great excitement is manifested in consequence.
