TO PRESS AGENCY. LATEST FROM EUROPE. INTERVIEW BETWEEN DERBY AND SCHOUVALOFF. London, February 16. Earl Derby has had an interview with Count Schouvaloff, the Russian Ambassador. He expressed a hope that no Russian troops were moving towards Gallipoli, whereby communication with the British fleet at Constantinople might be threatened. Lord Derby said the consequences of such a movement would be most serious, and that he must decline all responsibility for such consequences. THE CRISIS IN VICTORIA. Melbourne, February 18. The Governor in the course of a speech at the Ballarat Exhibition banquet said that no further light had been thrown on the crisis. He expressed his intention of observing strict neutrality in politics, and would not d® for Mr Berry what had been done for Sir James M'Culloch. • The Victorian ministry are considering what course they will pursue in the event of an adverse decision by the Imperial Government, Steps are being taken to put the defences of Melbourne on a satisfactory footing. (
