TO PRESS AGENCY. LATEST FROM EUROPE. A NEW ASPECT OF THE WAR. RUSSIA AND TURKEY AT.T.TRvn AGAINST ENGLAND. A COMBINED FLEET AT STAMBOUL. THE PAPAL ELECTION. THE KAFFIR WAR. London, February 10. _ The Austrian Press regards the situation as critical. Russia in reply to Austria objects to any discussion on certain points in the peace preamble; also to the limitations proposed bv Austria. Admiral Hornby, with six warships, has arrived at Stamboul, and the French, German, Austrian, and Itklian’ squadrons are prepared' to join the British. The Russian Press, commenting on this combined action, remarks that Russia advised this in the Berlin memorandum. The Greek army recrossed the frontier, end the insurgents at Epirus and Thessaly have proclaimed union with the Greeks. The Porte has directed all foreign officers in its service to resign. There are general rumors of a close alliance between Turkey and Russia, assuring the protocol. At the Conclave assembly, seventy Cardinals were present. It is, regarded as certain that an Italian will be elected Pope. , - The Turks have now evacuated all their fortresses.*
A Berlin telegram states that Govtsshakoff has notified to the Powers that consequent upon England sending its fleet to Stamboul for the protection of Christians, Russia will occupy the shore defences for the same object. The O’Donoughue has been appointed Under-Secretary for the Colonies. February 11. The British troops have driven the Kaffirs from Rauski.
