The following is the appendix of rules and regulations in the Land Act for alienation of rural land in the land district of Westland r

All rural land to be open for sale at a fixed uniform price of one pound per acre, provided under especial circumstances it shall be lawful for the Government upon recommendation of the Waste Lands Board to authorise sale of special lots of not less than 160 acres, at not less than 10s per acre. Blocks open for sale-are to be advertised, and the application-book to be kept open for inspection during office hours at the principal land offices. All particulars of intended applications to be entered in the book, so as to identify the , laud applied for. A fee of 2s 6d to be paid on entering the name in the applicationb iok. The Board shall determine all applications in the order in which they appear in the application-book. If two applicants apply on same day for same land it shall be put up to auction. When application is made for land at less than one pound per acre, the application shall he accompanied with a cash deposit of one-fourth the value of the land, computed at the price at which applicant is desirous of purchasing. If applicants do not effect a purchase the deposit to be forfeited, but if the ‘ application is not entertained the deposit money to be returned immediately. On payment of purchase money an occupation license shall be granted. Pending Crown Grant, in cases of discrepancies between estimated and actual area, if after survey the land be found iu excess of quantity paid for, such excess may either be retained the Board or paid for by purchaser at the discretion of the Board. If the land falls short of the quantity paid for, the value shall be returned to the purchaser by the Receiver of Land Revenue. Upon a voucher by the Chairman of the Board, any occupant of land under business license in the township of Ross, Westland, who has improved such land to the satisfaction of the Warden of the district, may be granted a lease not exceeding 21 years of such land, which shall entitle the holder to all rights and privileges now enjoyed by holders of business licenses issued under any Act relating to mining.

August 29. Judgment was pronounced this morning in the inquiry, re wreck of the Robina Dunlop under “ Inquiry into Wrecks Act.” The opinion of the Court was that the vessel was lost through the culpable neglect of the master in not paying greater attention to the navigation of the ship, and not taking proper •soundings. The chief officer also was blameable for not paying better attention to the course and distance made. The Court therefore suspended the captain’s certificate for two years, and held that the chief officer merited severe censure. The crown bears the expenses of the case under the 16th section of the Act. The captain may apply to the, Governor for a certificate of a lowergrade.
