THE Kawhia Settler. FRIDAY, MAY 8, 1908, THE HARBOUR LOAN.

For some unexplainable reason there is a certain amount of opposition to tbe above proposal in existence, and we fe r that some of tbe ratepayers are viewing the matter from a wrong standpoint. Tbe object of the loan has been clearly set forth in our adverging columns, but perhaps a little more information may have tbe effect of turning some of tbe waverers. Although the improvements to the Kawhia wharf are urgently needed before next wool and gra+s seed season, it is proposed to cirry such out on a scale that will be sufficient for a good many years ; and be it remembered that permanent work is payable, for it costs ai much to dismantle and prepare tor additions a i the actual improvements. Sheds will be provided out of the loan for the places that export roost produce, and tbe smaller placed will bs attended to later, out of the revenue, which, as previously stated, will be roughly £4OO per annum To do the work that is u c issary oui cf revenue alone would tako about 20 years, aud the only m inner i can be expedited is by tbe raising of a loan. When the improvemen's specified are completed, and tbe in‘cost and sinking fund provided for, al.mt £BOO per year will be available fir the erec ion of landings, etc., at o’her places around the harbour, con"I lently it must be clear to all that 1 .c-aUties not participating on this Decision will receive consideration very m ch quicker if the loan is carried. At the present time a considerable amount per month is spent in lumping, which, with the provision of more accommodation, would bo curtailed

very considerably. Ratepayers may rest assorted that the rate struck will never have to be c illected. It mey be noted that the Kawhia wharf was built by the Government, whilst at Raglan a loan had to be raised for that purpose. We would impress upon ratepapers the necessity of recording their votes on Saturday next, as it is probable that every vote will be needed to carry the proposal.
