No person, whether acting on his own account or as the servant of another, shall carry on or conduct 'he business of a billiard room, within tbe County, unless such billiird room is duly licensed under tbe provisions of this By-law. Any person who shall do, or cause to be done, anything whatsoever con trary to this By-law or shall omit to do anything, which according to the true intent and meaning of this By law ought to be done by him at tbe time in tbe manner in this By-law provided or shall obstruct any officer of the Council in tbe performance of any duty to be discharged by him under or in overcise of any power conferred on bim by this by-law, or shall otherwise be guilty of any breach of this By-law, shall be liable to a penalty ' not exceeding five pounds. The above Consolidated By law was made by Special Order passed at a Special Meeting of tbe Council held on the 28rd day of April, 1907, and confirmed at a Special Meeting held on the 17th day of June, 1907. The Common Beal of the Chairman, Councillors and Inhabitants of tbe County of Kawbia was affixed to the above-written Special Order and Consolidated By-law in the presence of W. J. SHAW, Chairman, J. K, NEWTON, County Clerk.
