Kawhia County Council.

ORDINARY MEETING. The usual meeting of the above was held on Monday last, when there were present—Crs W. W. M'Oardle (chairman), H. Armstrong, H. Shaw, G. G. Jonathan, VV. J. Shaw and A. W. Babbage. The minutes of the last meeting were read and confirmed. CORRESPONDENCE. From Denartment of Lands and Survey, obji-c'ing to !be .spending of bi -Li on section 1, block XIH, Kawhia North Survey District where pro po < d on the Raglan Kawhia road. - It was pointed out by Cr Norton rha: the section mentioned was Mr F. Newton’s section at Kinohaku, and he would alter the scheme. From Clerk or Raglan County Council giving information asked for re rat ing on unimproved value.—Received. From Valuer-General, Wellington, forwarding form of declaration to make previous to the Council being granted the subsidy due.—Received. From Department of Lands and Surv ys, stating that section 1, block IV, Awaroa Biding, would he surveyed, and also a section of 600 acres, block XVI, Kawhia North. The question of bringing ;tbe lands under the “ Bush and Swamp Act ” would be considered by the Board.—Received.

Fiom Mr Greenslade, M.H.R., acknowledging receipt of petitions re Oparau-Kawhia road, Ngutunui road, and snagging rivers, which had been duly presented. He suggested that prior to the opening of the next session the Council should send a requisition of.the requirements of the county, as he found that course would be a very desirable one and would likely be attended with the best results—Received.

From Same, acknowledging receipt of letter re loan?, and asking for part'culara as soon as the formalities were completed, so that the request for subsidies could receive bis attention,—Received.

From Kame, acknowledging receipt of requests for Gofernment assistance for Jervois street, Kawhia, KaimangoAwaroa road, Awaroj Mahoe road, and road as far as Reynolds’ section. He would do his utmost to see that these aud other matters affecting the Kawhia County were not overlooked when the Estimates were brought down.—Received.

From G. Allport, Secretary for Mune as follows:—“I have the honour by direction of the Minister of Marine to acknowledge the receipt of your letter of June 9th, in reference to vesting the control of the Kawhia Ha. -our in your Council, and in reply I am to state that representations Lave been made from the district, suggesting that a Harbour Board should be constituted by Act of Parliament, and the matter has been held in abeyance for the purpose of ascertaining the general desire of the district.—Cr W. Bhaw s? ; d that it appeared as if the settlers’ opinion was required, and be thought that the only sate way of doing that was through the Council. When the proposal was made there had been no move by those interested to take it out of the bands of the trustees, yet as soon as the Council asked that the harbour be vested in them agitation for a Harbour Board commenced, which had injured progress in the matter. —Cr Babbage : Each councillor could speak tor his own riding.—Cr Armstrong : It would be a good time to get an opinion when the loan poll was being taken.—Or Babbabe: Each representative ought to be able to state how the ratepayers in his riding felt on the matter.—The Chairman said there was no public feeling against the harbour being vested in the Council. The clerk write stating that ultimately there would be a Harbour Board, but at present it was desired that the harbour should be vested in the Council. —Cr W. Shaw thought that they should get a copy of the petition sent to Mr Greenslade. At present they were fighting in the dark.—Motion. From J. Mowatt, Te Rau-a-moa, forwarding petition which he asked to ba sent on to Mr Greenslade, M.H.K., re the road between the Kauri and the main coach road.—To be forwarded. From Valuation Department, in reply to a request to remit the charges of valuing the County, stating that the charge in qqest’on was made in accordance with the regulations under “ The Government Valuation of Land Act,” and the Department was unable to remit the whole.—The Chairman suggested asking the member far Waikato to move in the matter.

From G. H. Mackenzie, Oparau, as follows :—“ I intend to put my fence on the Okupata road on my boundary. There aro a few gullies to fill up, and you better get to work instead of talking for ever, or you will have no road. U.S. —You can lay the road off, but I am instructed to take a general av . From Parkinson Bros., Te Rau-a-moa, asking what rates were due on section 9, block IX, Pirongia West S.D.—Attended to, From Margaret Hughes, Te Rati-a--m >a, pointing <»iit (has she was living o 1 the portion of her section in the WaUcino County, and a king her p; o tion us the was rated by t.i e K iwlv i C luucil fi r the full area. -The Clurk said ho bad replied (hat she was only rated for tho area in ttic K iwhia Coumy, From B. Avckland agents had sent to Judge Edgar anent the question of taking over Leithardl- street and tho Kawhia bench as roads.—Received. From Lands and Survey Department, re the same matter, asking that the Council take the initiative in legal ising the roads qpder “ The Public Works Act. 1905°—The Chairman said that when in Auckland he had interviewed Mr Follen, and he found that tho County would have to take ‘he roads under “ The Public Works Act.” He had agreed to got duplicate plan*? ®br Leilbardt street at his own expense, and it was for the Council to say whether the dbst oLthe plans for the Beach road should come out of tho rates —Cr Jonathan : Ar the h Iders of beach sections cannot register their deeds until it is taken over they might defray half the cost.—Motion. ' From C. Cornille, Te Mata, object ing to notices re loans for the Waitetuna Aotea road being inserted in the Kawhia paper. Thoy should have appeared in the Raglan paper, which circulated in tho district.—Received. From L. G. Kearns, dog tax collec tor, forwarding list of names of persuus who bad received dog collars and receipts without having the money, and asking what to do in the matter.—No action, as it had nothing to do with the Council. (GENERA. The Rev. R. Mitchell attended and asked if the Council could vote ahy thing for the relief of the Hillyer fam ily. The committee had enough for present needs but wanted to provide for future contingencies.—The Chair man remarked that at present they were not contributing to any Charitable Aid B iard.—The Clerk was instructed to look up the Act as to the Council’? powers, and to report to next meeting.

Cr Shaw brought forward the subject of a scenic reserve near Nathan’s Point, which was not fit for ihe purnose. and suggested that the Land Board should be asked to throw it open for selection.—The Chairman did not think that the Board had the powar.—Cr W. Shaw : They gave Mr McDonald authority to cut a track through it, prox.ded he d : d not cut dov i any trees. Cr M‘Carc”e suggested that the Government should be a?ked to metal poraons of the main Kawhie Pirongia C' ch toad, which was badly needed. After‘tea the chair was occupied by Cr W. J. Shaw. Cr M'Cardle not attend’ng owing to', suffering from a severe cold. t ACCOUNTS.

Greenslade be asked to forward to the Council a copy of petition said to be sent to him by some people of the district re formation of the Harbour Board so that the Council will then know how they stand in the matter. Jonathan, Shaw—That holders of sections defray half the cost of survey of road required along their frontage and the other half be defrayed out of riding rates. H. Armstrong, Norton—That this Council instruct the clerk to ascertain the probable cast of an estimate to widen, metal and deviate the Okupata road, from the boundary of the native land to the Junction of the Pirongia West road. W. J. Shaw, Babbage—That the Council write to the Crown Lands Board pointing out to them that section 8, block XIII, Kawhia North, which has been set aside for the purpose o! a scenic reserve is altogether unsuited for that purpose, and endeavour to get the Board to throw it open for selection. Armstrong, Norton—That Cr Armstrong be granted authority to spend £l5 out of thirds due to the Matakowbia Riding. W. J. Shaw, Babbage—That the Council urge upon the Government the necessity of making a trial survey of a railway line tn connect the Main Trunk Line with tho Kawhia Harbour The meeting then adjourned.
