The Kawhia County Council has at last become an fact, and the first conn . meeting has beeh held. It is somewhat remarkable that .prior to the election none of the candidates gave the ratepayers a public address, or, in any public way an expression of their intentions, or even a sketch progran ne. The ratepayers appear to have regarded the candidates as well intentioued and worthy people, and taken them on trust. With the exception of Mr M‘Cardle all the councillors are untried men, with ’’;tle or no experience in the management of public affairs—all have their spurs Co win. What they lack in experience we hope, and believe, will be made up in energy; and energy, thought and time mast be freely expended to o>pe satisfactorily with tbe business that necessarily will come before them. To help develop this g rand d'Strict, to help make it a go-a-head, progressive county, and at tbe same time keep it financially sound and healthy, is a worthy ambition for anyone, and wi’l call for the best efforts of tbe members of tbe council. It is to be hoped that great care will be taken in the early stages of tbe council’s work, especially in tbe matter of expenditure ; it is so ea?y to fritter away money in patching earthy roads and fascining muddy boles. Let the council and the ratepayers strike a high key at the start, and determine that the expenditure of such funds as may accrue to the counc ’ sha” only go towards substantial and as far as possible permanent work —butter one chain of meh than twenty of fascines, better one pipe or atone culvert than two r three wooden ones. The proper conduct of the various and onerous duties falling into the hands of the council is of tbe greatest oportance to tbe ratepayers, and to the district. We believe that tbe members of the counc have tbe welfare of the county thoroughly at heart, and we beg to tender them oar best wishes for their success.
