Contingencies, Engineer- : ing, first year's interest, flotation expenses, etc. 550 and for the repayment thereof to make an annually recurring special rate not exceeding Five-eights cf a penny (fd) in the £ upon the Unimproved Value of the whole of the Borough, for the purpose or providing the required security and to meet the interest and sinking fund charges during the currency of the said loan, which will be for a period not exceeding 36£ years.
