RECEIVES FULL POWER. London, Wednesday. Advices from Rome state that the Sennta has unanimously voted the Cabinet complete political power to deal with the foreign situation, and also with financial measures. Th 3 Daily Telegraph's correspondent remarks that the vote is noteworthy, because the Triple Alliance has iiioio partisans in the Senate than in the Chamber. The re3olutions may be regarded implicitly as authorising intevwsntior.
