JEHAD PROCLAMATION FAILS.
TROOPS DECLINE TO FIGHT. i London, Wednesday. . The Government. Press Bureau states that the remnants of the Turkish forces at Basra, on the Persian' Gulf, the occupation of which by the British was reported yesterday, evaporated, leaving guns and rifles. Europeans, in the city were found safe. Arab soldiery recently mobilised by the Turks were left behind. Many discarded their arrra and uniforms and resumed civilian dress. They are dissatisfied with the manner in which they have been treated by the Turks. The Sultan's proclamation of a holy war has fallen flat iu Central Asia Minor. Turkish reservists at Aleppo declined to go north"' to fight the Russians
