GERMAN CAPTAIN CHARGED.

Batwvia, Wednesday. Commander Lubcke and Wireless Operator Voltz, of the German auxiliary cruiser Preussen, which is interned at Sabanyg Bay, in the Dutch East Indits, have been arrested on a charge of violating Dutch neutrality. Although the cruiser's wireless installation has been dismantled, the authorities discovered a secret antennae being erected on the mast.
