MOVEMENTS OF FLEET.
THE NEED FOR SECRECY. Experience has taught the authorities governing the public interests during the war the necessity for maintaining the strictest secreo regarding the moments or contemplated operations of the forces. This applies in the strongest sense to the fleet movements. In connection with the matter the following message has been received by bia Excellency the Governor from the Admiralty:— attention of officers in command is called to the necessity of strict reticence in all matters relating to the movement " and operations against the fleet. Interviews and letters from the floet are appearing in the press giving information which should not be made public, and it ap~ pears from private telegrams correctly addressed to ships at their base that information on this point must have been conveyed in letters from these ships. Such lapses in secrecy may have serious effects on the public interests, and as they cannot always be controlled by censorship, the patriotic consideration of all ranks should be invited." His Excellency hopes that this request will be strictly adhered to.
