TURKEY'S NEUTRALITY.
ASSURANEC3 TO ALLIES. Constantinople, Monday. The Porte has reasaured the British Ambassador of Turkey's intention to remain neutral. The British, French and Russian Ambassadors have assured Turkey thatt he maintenance of the Ottoman Empire is the basis of their present policy in the Near East, Tne question of the legality of the transfer of the German warßhips, Goeben and Breslau, has not been raised, but the Ambassadors of the Triple Entente have insisted that the officers and crews of the vessels must depart. Turkey desires to keep a number of the engineers, mechanics, arid stokers in order that they may teacb the Turkish crew how t? nianipualte the turbines.
