INTEGRITY TO BE RESTORED St. Petersburg, Sunday The Czar haa issued a proclamation, addressed to tjie Poles in Russia, Ger-many-arid Austria, in which he asserts that after tbe war Russia will restore to Poland her original territorial integrity. The Czar only reserves the right to appoint a Viceroy, granting to the Polacks complete self government and the official use of their language The Grand Duke Nicholas, Com-mander-in-Chief of the Russian Army, addressing the Poles in a manifesto, said: "The sacred dream of your fathers and grandfathers may be realised "The living body of Poland has been torn to pieces, but the soul of the country is not dead •'The hour of resurrection and fraternal reconciliation has arrived, obliterating the frontiers dividing the Polish people. It unites them conjointly under the Russian scseptre, under which Poland will be born again, free in religion and language "With open heart and brotherly hand, Russia advances to meet you. The dawn of a new life is beginning for you, on which is seen the sign of the Cross, the symbol' of. suffering and resurrection of the paopk-s" The co operation of France and Russia influenced the Czar's action. Poles in England and America will make a supreme effort to return to fight agaist Germany and Austria The Czar's proclamation evoked unspeakable joy in the Polish colony in Paris
