"In pursuance and exercise of the powers invested in it by section 16 of "The Local Bodies Loans Act, 1913," and with tbe consent of the Ratepayers of the Pomarangi Special Rating Area, in the Awakino County hereinafter described, testified by a . petition signed, by not less than three-fourths of the ratepayers in the said Special Rating Area, the Capital Values of whose properties , as appearing in the Valuation Roll of the said County is collectively greater than the Capital Values of the properties of the ratepayers who do not so consent, the Awakino County Council hereby resolves, by way of Special Order, as follows: For the*purpoS9 of widening, culverting, forming and metalling the Pomarangi road and for building two bridges on the" said road, one over the Pomorangi stream and one over the nflangaohae river; also for providing half the cost of forming, widening, culverting and metalling portion of the Mahoenui Kawhia road from Section 1, Block VII. , Maungamangero Survey District 1 tothe Northern Boundary, of Section 9, Block 111., Maungamangero Survey District; and for building a bridge over the Mangaohae river on that road, the Awakino County Council hereby authorises the raising of a Loan of £4OOO at 4J percent, per annum for a period of 36J years, and declares that the cost of raising the said Loan and the first year's interest on the Loan shall be payablp out of the moneys so raised.
