THE PEACE CONFERENCE. The South American mediators formally advised Carranza they would not admit his representatives to the Conference unless an armistice was declared, also the internal conditions of Mexico discussed. The mediators took this action when the Constitutionals announced they were sending three representatives to settle the conflict between the United States and Mexico. The mediator expressed the view that the Carranazites misunderstood the tenor of their previous communications.
