Serious fighting is reported between the American border patrol and the Mexican Federals near Minera, sume miles south of Nueva Laredo, in Mexican territory. The outcome of the fighting is unknown.

The Mexicans were planning an invasion of the United States when the pitrol intercepted them. The Constitutionalists have renewed the siege of Tampico, and a heavy bombardment is proceeding. Huerta has taken over control of all Mexican railways, including the Tuhuantepac line, in which Lord Cowdray owns a half interest. Huerta has not yet formally accepted the offer of mediation, though he expresses his full concurrence with the scheme.

It 13 thought probable that Huerta was Bimply gaining time to place the country on a better war footing.

Mexicans insulted the American Consul at Monterey, and endeavoured to lower the American flag. Thay arrested the Consul, and later released him without giving an explanation.

Over 3500 foreigners in Mexico are practicallv prisoners. Sir Lionel Carden, British Minister, has succeeded in getting many Britishers and some Americana away from Mexico City. The latter posed as British subjects.
