FLEET SENT TO TAMPIGO.
GRAVE DEVELOPMENTS
SENSATION IN AMERICA
Washington, Thursday.
The outlook resulting from the state of anarchy existing in Mexico has changed dramaticfilly, and it seema probable that America's policy of masterly inactivity will give place to one of armed intervention.
The first nnte of change Was struck four days ago when a parly of American marines from a gunboat was arrested in Tampico by a Mexican officer, and marched through the streets. The mtn were released when Admiral Mayo, of the United States navy, protested, and it was announced that General Huerta had promised to make reparation and punish the officer if found guilty. ENFORCE AN APOLOGY.
A later measge stated that ViceAdmiral Mayo demanded a saluto from the Mexicans, with an apology for the arre3t of the marines, and that Huerta had promised a full investigation of the arrest, the American Government meanwhile leaving the affair in the hands of Admiral Mayo,
Yesterday President Wilson stated that the Mexican Government had agreed to fire a salute at Tampico, but apparently Huerta was not prepared to carry out his arrangement. Cabinet therefore held a sec-et meeting to-day and discussed the situation. FLEET UNDER ORDERS. Immediately after the Secretary of the Navy (Mr J. Daniels) ordered the fleet to Mexico to enforce Admiral Mayo'a demand for reparation. Wireless calls have been sent in every direction to muster all available warships.
It ia understood that grave developments are pending.
The torpedo flotilla stationed at Pensacoal, Florila, haß been ordered to Tampico. The President discussed the situation with Mr John Lind, his special envoy to Mexico, and it .is now thought likely that United States patience with Huerta is exhausted, and that action leading to an outbreak of war is contemplated. A sensation has been caused throughout the United States at the orders to the war fleet.

The Tampico incident has been made the starting point of a new policy towards Mexico, Pmdient Wilson ia determined to uphold the national honour of the United States at ajil coßts. Interviews between the President and members of both Houses are frequent. President Wilson informed his visitors that if Huerta did not fire a salute the United States would first Beize Tampico and then Vera Cruz. It is understood that a United States orderly was arrested recently while going ashore with mails. The officer who arrested him was merely reprimanded, without any apology to the United States being tendered. Other incidents of a similar character were instanced by the President with a view to showing the general attitude of Mexico towards Ameri cars. Heavy falls of stocks have occurred owing to the gravity of the situation. One member of the Cabinet has stated that no ultimatum will ba issued, and that the object of 'sending the fleet to Mexican waters is to impress General Huerta with the earnestness of the demand by the United States for the salute at Tampico, as Mr Lind has informed the President that only a firm display of force is. likely to secure the desired effect. A NAVAL DEMONSTRATION.
OFF MEXICAN COAST.

Cabinet has daecided to order a naval demonstration off the coast of Mexico as a means of impressing Huerta and his people with the power insulted by the arrest of the United States marines in Tampico.
