Senator Chamberlain, on getting Mr Page's explanation that he was joking when he referred to the British use <>f the Panama Canal and the Monroe Doctrine, said Ambassadors ought not to joke about matters, which, as President Wilson stated in the recent Congressional message, might provoke war.
