UPPER HOUSE BILL DEBATED. The Legislative Council met at 2.30 p.m. r A committee, consisting of the Ho.ns. Bell, Carncrosp, and Samuel, was appointed to draw up reasons why the Council could not agree with the decision by the House of clause 4 of the Commercial Bank of Australia Bill.

The amendment to the Legislative Act providing for the appointment o a deputy clerk of Parliaments owin to the illness of Mr Stowe was p through all its stages and passed. The debate on the Legislative Council Bill was resumed by the Hon. Mr Anatey. who disagreed with two principles embodied in tbo Government Bill, namely, election on democratic franchise, and by proportional repre-' sentation. He agreed some intermediary power was necessary, but if elected that power would become either a duplicate of the Lower House, or would dominate it. He favoured the continuance of the nominative system under improved conditions. If that must go, and the elective system was imperative, then he favoured a draft Bill being brought down by a committee.

The Hon. Mr Jenkinson said as the Council had twice endorsed the principle of election he would vote for Mm Bill, but would endeavour to amend il in committee 8 > as to provide a scheme of dividing the Dominion into 10 electorates each electing four members.
