THE SCARCITY OF GOLD.
The scarcity of gold that is being experienced in Germany, France, Aug tria, and in some of the other Contin-* ental countries is due in large measure to hoarding. It was expected that when the Balkan War was at an end the money would again flew into the ordinary channels, but apparently this has not been the case, otherwise the shortage complained of in Germany would not now be as serious as it aprjears to be. It must be remembered that many of the hoarders live in the outlying portions of the German and Austrian Empires, and they will be slower in recovering confidence than the people in the great cities. It is not likely that ignorant peasants who are not familiar with business or well informed regarding the relations between the Great Powers, will be easily reassured. In Germany, France, Austria, and Russia uneasir.ess is kept alive partly by the incresed military preparations and the uncertainty of the political outlook.
