TE KUITI BOROUGH COUNCIL.
A meeting of the Te Kuiti Borough Council was held on Monday evening. There were present his Worship the Mayor (Mr J. Boddie). and Crs H. T v!atthew, Graham, Mabbet, Howarth, cfomerville, Walsh, Mostyn Jones, Spencer, and M. J. Jones.
Coroner for Te Kuiti.—A letter was received from the Minister of Justice with respect to the appointment of a coroner, and intimating that the matter was under consideration. Billiard Room License. —The Sergeant of Police wrote drawing attention to the conviction of a licensee of a billiard room for allowing intoxicated people on the premises —Referred to the Legal and Finance Committee with power to act. Level Crossings. Te Awamutu Camber of Commerce wrote enclosing a resolution requesting the council to affirm same and forward to the Prime Minister. —Resolution passel In respect to level crossings Cr Howarth said he though they do something to put their own house in order. The crossing on the Awakino road was rendered dangerous by the fenze round the Maori meeting house. He thought an automatic bell would be the best means of warning. Half-lloliday.—The secretary of the Waipa Racing Club wrote requesting the council to alter the half-holiday from Thursday to Wednesday on the occasion of their race meeting on August 27th. —Received. Deputation. —Messrs Duncanson and Trinnear, representing the Citizens' and Ratepayers' Association, waited on the council urging that conveniences should be placed in the town. — Referred to the Works Committee for report.
WORKS, WATER AND DRAINAGE COMMITTEE'S REPORT. The Works, Water and Drainage Committee made the following recommendations : —That the Waiteti road from the bridge to ths southern boundary of the borough be ploughed and graded, also Alexandra street from Taupiri to Hinerangi street, and | King street to the Domain entrance; that the council at; once engage a borough foreman at a salary of £4 per week, applications for the position to be advertised in the four centres, and conditions of appointment to be drawn up by this committee; that metal bg placed in front of the two water trough? and brought out into the middle of the road; that Alex. Batie's resignation of the position ol poundkeoper and tax collector bo accepted and that T. A. Garmonsway be appointed to the positions; that the question of roading Winger and Smith's sub-division be deferred un til a report upon the matter 13 prepared by the chairman and the borough engineer; that the Ratepayers' Association be notified that (he committee will be pleased to point out to them what they consider to be the most suitable places for their tree planting on Arbor Day, and also that the council will assist them in the 1 matter as far as funds are available; j the committee reports having ex- [ amined the engineer's plans and speci- j lications of drainage and plumbing , works to Mr J. Boddie's shop pre- I mises and Mr O'Regan's Skating | Rink, Rora street, and having' autho- I rised tenders to be called for the I work.
Tha tenders of Messrs Clapham and j Co. (£95) for Mr J. Boddie's shops and £43 Ss for the Skating Rink drainage connections were accepted.
ENGINEER'S REPORT. : I have to report on the works of the | past month as follows: Waiteti ! Road: The contractor for this work j has done a further portion of the road ! and has promised to complete at the ! earliest possible date. Grading Roads: j Tha grading of King, Taupiri, Sheridan and Alexander streets hag been completed, and the grading of Hinerangi street and the southern end of the Waiteti road will be undertaken in the next day cr two if the weather is favourable. Te Kumi Quarry: The entrance road to this quarry has been formed and the bins are now in course of erection, the crusher, etc., should be ready for the power within the next two weeks. Cartage Contracts: Specifications for this contract are prepared and submitted herewith for approval. I would recommend that this contract be for a period terminating on March 31st, 1910, being the end of the financial year Stores Contract: Specification and schedule for supply of stores has been prepared and this contract I would also recom- ; mend be terminating on March 31st, 1915. Rora Street Path: This and other footpaths have been levelled off and have had a coating of pumice and river gravel. Footpath Ngatai street: A footpath has been formed along this street between Ward street and Edward street, and a single wite fence erected as instructed. Footpath Ngarongo Street: A footpath has been formed along this street as directed. Sewer Vents: Pour sewer vents have been put in for the ventilation of the "main sewers and others will be erected where necessary. Water: All fire pluga have been cleaned and are being tabulated. Temporary repairs to the pipe line at Waiteti can be carried out by continuing the lengths of straight on either side of the trestling and connecting up with a special bend. This to be tied back with wires to the far side of the creek. Catching.t drains to be cut on the higher side of the gully leading into a main drain to be cut down the centre of the gully to the creek. Everything necessary for this Work can be in readiness within a few days, the drains can be commenced immediately. A report of the cost of carrying the pipes permanently will be submitted in the course of a few days. Ward Street Culvert: The work of sheet piling at this drain is in hand and should be completed during the week. Drainage : Forty six premises are now connected to the xewers and others are in hand. Plana and contracts for several other assisted properties will be ready for approval shortly. Metalling: Metal has been hrnken and placed ,011
Ca.rroll, Duke, Rora and Ward street!, and patching has been done in various place. The work has been delayed owing to the crusher breaking down and repairs having to i>« executed. Expenditure: The exoenditure from the period May 26th to July oth has been as follows: —District fund £l3O 4g 7d, Ward street £2 17* Bd, opening ud Te Kumi quarry £35 121 lid. Carroll street £l7 17a lid, Rora street £42 16s. Hill street £1 0s 9d, extenI Bion water mains Queen etreet 7b Bd, —S. B. Dodge, Borough Enigneer. | ELECTRICAL ENGINEER'S REPORT. I beg to submit the following report on the work done and in progress: Applications for Supply: Nineteen have been registered since June 9th, 1913, seventy-eight are now connected to the mains. Street Lighting: Thirty-nine are connected and represent an average of 117 candle power each. Plant: The running of the temporary plant was undertaken on 11th inst., and a complete log is being recorded. The Bupply is being maintained as usual from 4 pm. till 11 p.tn on week days, and from 4 p.m. till 10 p.m. on Sundays. Quarterly Acounts: In the absence of meters theae have been estimated up to quarter ending June 30th, 1913. Recom niendations That street lighting be charged at the rate of £3 12s per lamp per annum; that the hours of running remain the same until Buch time aa meters arrive.—R. H. Bartlev, Electrical Engineer. HEALTH INSPECTORS' REPORT. ' 1 beg to bring before your notice ' the fact that quite a number of pro- < perties are draining on to the streets, I and in a few cases causing a nuisance. In Ward street we have an instance of the latter, two properties, one owned ' by Mr Francis and occupied by Mr Mc- ' Donald, the other owned by Mr Cashcl ' and occupied dv Mr Grießhaber. I gave notice to have nuisance abated, and f suggested that drainage be disposd off i in tank at rear of property. I find i no<w that water level is very near surface and in my opinion, would not allow of this. Aa thev cannot be allowed to drain on to the street, it is for the council to decide, whether they will take over the sewer and allow them to connect, or compel the ; people to keep the drainage on their own properties, and to get rid ot it in such a way as not to become a nuisance or dangerous to health. It is rather a job to get a number of the people along the main street to keep their yards free from rubbish, etc. When once they get into the way of putting it into receptacles, and regularly removed, the appearance of the township will improve.
