It is understood the Powers and Turkey have a rented to a draft peace treaty, but the Allies have not yet replied. ALBANIA'S RULER. Essad has telegraphed to Imail and Kemil denying he had proclaimed himself King, or negotiated with Nicholas regarding the throne. Famine alone compelled him to surrender Scutari. The Porte has ordered the repatriation of the Turkish troops in Albania. DISSENSION AMONG ALLIES. GREEKS AND BULGARIANS. Salonika, Friday. It is reported there has been further fighting between the Greeks and Bulgarians near Drama. THE ALBANIAN PUZZLE. Austria desires a Roman Catholic prince for Albania; Italy a Protestant; and Russia a Turkish Government nominated by the Powers.
