Mensdorff haa conveyed to the Ambassadors' Conference Austria's intnetion that she holds herself at liberty to take independent action. It is hoped in many quartern that owing to Montenegro'B more conciliatory disposition Austria will stay her hand if only for a few days. M. Popovitch. the Montenegrin plenipotentiary In London, made overtures for a friendly settlement. Montenegro's reply to the Powers denies any intention to defy them. Ho trusts the Scutari question will bo discussed between the Allies and Powers as part of the whole question of the Albanian frontier. She yesterday offered to surrender Scutari for territorial compensation, but Austria, does not agree to any 'compensation at Albanian expense. The Powers hope that a few days' patience will facilitate a peaceable settlement. TURKEY AND THE ALLIES. Peace negotiations between Turkey and the Allies will open at London in a few days, when the Powers draft of the preliminary agreement will be submitted for their signature. p
A PEREMPTORY DEMAND. Cettinje, Friday. Russia on Wednesday received a demand for the immediate evacuation of Scutari in the bluntest termß, intimating that Montenegro was courting ruin. The communication created the greatest bitterness and was interpreted as a veiled hint of Austrian intervention.
