Diplomatic circles believe the Allies are systematically evading a final settlement until Scutari is captured. Sir Edward Grey, in the House of Commons, said Admiral Burney wan instructed to join a consultation with other internationals U> decide on n practical means of exerting pressure on Montenegro, but the landing' of naval brigades or field Runs, or an actual bombardment was not to bp undertaken without further instructions. The war in Albania had become a war of conquest not bnaring on the war in Turkey, hence the Government's non-hesitation in joining in an agreement with the Powers, believing it in accord with humanity, liberty and justice. Mr Bonar Law supported Mr Abquith in opposing a discussion on the naval demonstration at present. KING NICHOLAS' THREAT. Received this day, 1 1.50 a.m. Cettinje, Tuesday. King Nicholas threatens to abdicate, or renounce Scutari in Servia's favour in the event of coercion by the Powers.
