It is proposed to establish a Commission to fix the limit of docollotto dresses two inches below tha nock, and make it unlawful to allow the skin to show through embroidory, lace, or net. Members of the Commission aro to be men of good moral character, over thirty, one being a clergyman. The Bill prohibits department stores from showing undraped figures.
