BRITAIN'S NAVAL PROGRAMME.

The Naval Estimates for the year 1913-14 were submitted to the House of Commons to-day by Mr Winston Churchill.

As was anticipated the total is a record one, and passes the forty-nix million mark, Mr Churchill's demand totalling .£4G,3O!UiOO. The building programme includes five battleships, eight lig'ht cruisers, sixteen destroyers, and a number of submarines. The total amount, taken for now construction is .£l!V.t. r >B.. r >l">,

The total personnel, oilicers and men, at the end of next March will be 146.000.

The Naval Memorandum mentions the generosity of the Overseas Dominions and shows that on April Ist there will be eleven battleships; throe battle cruisers; thirteen light cruiBers; thirty-five destroyers; and twenty submarines under construction. With the completion of the present programme Britain possess thirty-nino battleship; thirty-eight light cruisers; and 125 destroyers, as compared with Germany's twenty - six battleships, twenty light cruisers; and 102 destroyers.

Though the Estimates show an apparent increase of about a quarter on the previous year, actually there id a decrease because- included is a re-vote of £1,600,000 unexpended m lOl'.i.
