The delegates o<. the Balkan Allies have agreed to a briefly delay before finally breakingg off the negotiations for peace with Turkey. The respite was granted at tho exDress desire of the Powers bo that the latter might have a chance of bringing fresh united pressure to bear on Turkey in the direction of getting tho Government to agree to the proposed terms of peace. The Constantinople correspondent of the Daily Mail says that the new Turkish Cabinet's policy will depend upon the possibility of antagonism taking place between the Triple Alliance—Germany, Austria and Italy—and the Triple Entente Britain, France and Russia. The Young Turks declare that the new Government is sure to receive German assistance. Although negotiations are suspended, the armistice is to continue. The delegates remain in London for a few days awaiting Turkey's reply to the Powers. A SIGNIFICANT FACT. Constantinople, Monday. The new Government has granted a group of German financiers a concosson to build a railway under the Golden Horn to connect Stamboul and Pera.
