FAREWELL CEREMONY. EMPIRE COUNCIL WANTED. London, Thursday. His Majesty the King is to inspect the battleship New Zealand before her departure on her visit to the Dominion. At a gathering presided over by Mr Lewis Harcourt, Colonial Secretary, reference was made to the approaching voyage of the New Zealand. The Minister said it might be called an Imperial mission. Sir Joseph Ward, who replied, remarked that the invitation to the overseas Dominions to participate in the deliberations of the Defence Committee was a step forward, but it was not enough. British statesmanship should evolve an Empire Parliament to deal with Imperial questions and provide a strong irresistible navy. New Zealand, said Sir Joseph, was now in a position to defend herself from raiders.
