AUTHORSHIP OF THE NOTE.
RUSSIA GETS THE CREDIT. Vienna, Thursday. The Neue Freie Press says that Russia is the real inspirer of the collective Note of the Powers to Turkey, as Bhe is anxious to strengthen her influence at Sofia by procuring Adrianople for the Allies France and Britain supported the Russian initiative. Austria and Germany agreed reluctantly, as they wished to prevent any show of antagonism towards the entente triplice, but they succeeded in "eliminating the Note any reference to forcible coercion.
The Reichpost says that Russia is constructing extensive entrenchments on the left bank of the Vistula.

NEGOTIATIONS NORMAL
Bucharest,. Thursday.
In view of the alarmist reports that are in circulation, it has. been officially announced that the negotiations with Bulgaria are proceedeing normally, and the uneasiness concerning the relations between the two countries is unjustified.
