The Minister for Public Works pro mised the Chamber of Commerce deputation to recommend Cabinet to protect shippers wishing to remain unfettered by the shipping agreement. Mr Hertzog's speech is recognised as widening the breach with Mr Botha. The latter's followers bitterly resent the attack, but Mr Botha is repressing demonstration in his favour, and has insisted upon silence until Parliament meets.
