All disputes, claims and protests arising out of the racing shall be decided by a majority of the stewards or whoever they may appoint, and such decision on all points shall.be final. In no case will tickets of admission be issued to trainers or jockeys unless, on production of licenses to the Secretary. The Rules of Racing will be strictly adhered to.'
