CANADA AND THE NAVY.
APPLAUSE OF THE EMPIRE. THREAT FROM GERMANY-. By Telesrapli.— Press Association - UopyrisllX Ottawa, Monday. Mr Borden has received congratulatory messages from all parts of the Empire. Lord Roberts cahled: "You have earned the gratitude of England and the Empire for Canada's wonderful offer." The French Canadian press generally objects to such a breach of Canadian autonomy as they allege would be involved by the adoption of Mr Borden's naval policy. The Quebec Journal PEvenement alone favours the policy outright. The New York Times says that in view of Canada joining the vortex of militarism, from which sho has hitherto held aloof, Western Canada is revolting because it fears that its trade will be strangled in order to benefit the British connection. Berlin, Monday. Count Reventlow accuses Mr Asquith and Mr Churchill of insincerity in appealing to Germany to consider the burden of naval expenditure, when they knew Mr Borden's proposal in the spring. Unless Britain substituted the three Canadians for three British Dreadnoughts, she would raise afiesh the whole question oC German naval policy.
