PANAMA CANAL DISPUTE.
ARBITRATION ADVOCATED. By Telegraph—Press Association. -Conyrieut Received this day, 11.10 a.m. Washington, Friday. Mr Root favours arbitration of tho Panama Canal dispute. He says if America were to °cick to its attitude and refuse to arbitrate it would be placed in the position of a merchant who was false to his promises. The country's honour was affected and all true Amerians would refuse to endorse the Government's stand.
