It is officially announced that Turkey has appealed to the Powers for mediation. The Powers' representatives informed M. Gueschotr, Premier oC Bulgaria, of the Porte's request for mediation, and asked what Bulgaria's terms were. M. Gueschol'f replied that he would submit the request to the Balkan allies. It is understood in Constantinople that tho Porte is negotiating direct with Bulgaria, at Russia's instance. The Russian Embassy states that the only remaining obstacle to peace is Bulgaria's insistence on the momentary occupation of Constantinople. The Porte declares that impossible while the Sultan is in residence, even if Bulgaria, as suggested, entered and left the same day. Russia has informed Servia that she will not go to war for the sake of a Servian port on the Adriatic. The Novoe Vremya warns Austria that if she declares war, she will raise questions similar to the Turkish problems and says that Austria i'b also under a superannuated regime, upheld by threadbare fictions. M. Poincr;ire, Premier of France, in a speech yesterday, said that he waa confident that the crisis could bo settled in a manner satisfactory to the Balkan nation and the Great Powers. It did not seem possible that Mr Asquith's appeal would be disregarded. A Constantinople telegram states thai, tho Turkish Council of War has decided that; tho defence of the capital would be hopeless.
