BOROUGH LOAN PROPOSALS.

THE ALLOCATIONS EXPLAINED

SUBURBAN EXPENDITURE

Since the publication of the engineer's report on the loan proposals a considerable amount of interest has been evinced in the question by various sections of the townspeople. The residents on the eastern side of the river in reviewing the proposals are inclined to contrast the amounts to be spent on the eastern side with the amount allocated for the roads on the western side. In analysising the proposals, however, it has to be borne in mind that the business portion of the town.- including all the streets where any heavy expenditure is provided for, is common to all residents. These streets happen to be on the western side of the river, but their frontages are valued highly and they contribute a fair proportion of the necessary rates. Furthermore, the business streets must naturally take precedence. Again the Mangaorino road, Tawa and Rata streets have all been metalled and are now being re-metalled where necessary. To the west of the railway line are a large number of streets which have never been metalled and which must be completed or serious depreciation will ensure.

A difference will be noticed between the report and the final statement. This is owing to the amendment of the proposal bringing the total to £21,000. The report states that a sum of £2500 is available under the old loan whereas the statement shows £1550, the balance of the amount, £950, is to be expended on roacis riot mentioned in the proposals, principally on Tawa street, Mangaorino road. Rimu street, Rata street, Matai street, etc. Further the item of £7O for footpaths where required, will be to a large extent expended in this neighbourhood. Half the amount on extension of sewers will also be expended in carrying the sewerage system to the eastern side of the river.
